Project Description - Land Acquisition System
To provide land acquisition teams with a single desktop system to record, search, and manage all land acquisition activity, from initial purchase/offer through registration, intiqal (transfer), litigation tracking, payments and handover, reducing errors, speeding decision making, and preserving legal evidence and documents.
Target users / roles
Admin — system setup, user management, backup/restore
Land Officer / Data Entry — create and edit land records, upload documents
Legal / Case Manager — track legal issues, hearings, counsel notes
Finance / Accounts — record payments, disbursements, bank transactions
Supervisor / Reviewer — approve transactions, generate sign-off reports
Viewer / Public Liaison — read-only access for queries

Land Registry / Parcel Master
Parcel ID, Province/District/Tehsil, Mauza, Khewat/Khatoni, Survey number, Area (kanal/marla/acre), Land use type
Coordinates (optional), map link, status (available/acquired/encumbered)
Attachments: title docs, registry copies, maps, photos
Ownership & Intiqal (Transfer)
Owner history with dates, NTN/CNIC, address, contact
Intiqal records: instrument number, date, transfer type (sale/gift/award), registrar, fees, stamp duty
Link intiqal events to Parcel and Owner records
Acquisition Transactions
Purchase offers, negotiation notes, agreed price, payment schedule
Payment receipts, bank reference, escrow details
Acquisition status workflow (Initiated → Under Review → Approved → Registered → Closed)
Legal Case & Encumbrance Tracker
Legal issue records: case number, court, filing date, current stage, counsel assigned
Liens, mortgages, injunctions, notices — linked to parcels
Alerts for hearings and deadlines
Document Management
Store PDFs/images per record with metadata (type, date, uploaded by)
